Dr. Joseph P.A. Villescas is a strategist, researcher, and community leader with more than two decades of experience helping organizations transform insight into measurable impact.
As Founder and Chief Executive Officer of Villescas Research, Media & Instruction (VRMI), he has led partners across the public, private, and nonprofit sectors in designing and securing over $52 million in funding for initiatives in infrastructure, housing, transportation safety, education, and public health.
Dr. Villescas is recognized for connecting research, policy, and collaboration into practical systems that expand opportunity and strengthen institutional performance. His leadership combines academic rigor with operational expertise — guiding teams from strategy and design through implementation and accountability.
Why VRMI Evolved
Over years of helping partners obtain competitive grants, Dr. Villescas identified a recurring challenge: organizations could win funding but lacked the systems to sustain, measure, and scale their success.
To address that gap, he evolved VRMI into VRMI — Capital Strategy & Impact Advisory, focused on designing the frameworks that make funding efficient, accountable, and equitable.
Under his leadership, VRMI now serves as an integration partner — aligning capital, governance, and delivery systems so communities can move from fragmented projects to coordinated investment platforms.

Background
With more than two decades of experience, Dr. Villescas has led initiatives that expand digital connectivity, develop sustainable housing, improve transportation systems, and strengthen workforce and leadership programs.
He has collaborated with agencies such as the Centers for Disease Control and Prevention (CDC), U.S. Department of Transportation (DOT), Substance Abuse and Mental Health Services Administration (SAMHSA), and U.S. Department of Education.
Previously, he served as an executive director, nonprofit CEO, and educator, teaching media studies, communication, and Chicano studies at the University of Texas at El Paso and El Paso Community College.
